Can change food or you can use paper towels and suck the oil out
if your using a canister filter, have the rainbar at the water surface. If not, can get a airpump and run an airstone, the bubbling effect will help with the protein layer.

I use a surface skimmer , looked good and confirm the oil will disappear . But take note the shrimp will disappear too. Just add on a small net around it.
my air pump and airstone works like a charm, just be prepared for some splashing when the bubbles hits the surface...noise is minimal
Just as per Neopet has mentioned, add a surface skimmer whcih will do the job of cleaning your surface oil, most of the planted tanks has this problem, i encountered this also, do fine tune your surface skimmer.
