Dear all, collecting rain water for own use is illegal here in Singapore, all water that falls from the sky belong to the government. This is a little known law, and collection of water in pails by citizens are let off with both eyes closed by the government. That is why no landed property owners actually dig a hole in the ground or have medium large scale above ground water tank to store rain water.
You did that when back in JB.
Did you do something to learn that? A 5 minute search only came up with the below.

I never know it is illegal to collect rain water. Learn something new today. I am interested to know what is the penalty for collecting rain water?

Ongoing Food Cultures: Vinegar Eels; Grindal Worms; Microworms; and hopefully more
Probably a fine, and worst if they find mosquito breeding going on in your rain water tubs.

The second link makes a reference to the case in question. Given further info on other forums like sammyboy.com's Alfresco section, I think they have relaxed this particular regulations, though I'd say that if you do collect it, do so at your own risk.
