Depends on the type of substrate that you buy. Those that you don't wash are the baked types like ADA, Benibachi, Mosura, Crimson to name a few. One other way to describe these types of substrate would be that it crumbles when you crush it.
However if you buy lapis, quartz and other type of gravel you can actually and preferably wash it to remove the dust and dirt. These types usually won't crumble.

dont wash as the water you use may affect the soil so just put the soil directly from the packet
oh gosh!!! i washed them... hope the soil can last at least a year.
BOUGHT ADA AFRICAN SOIL yesterday, did not wash it, put it straight in the tank, and fill up with water, if i use a old filter from my current tank for this new tank, do i need to add meat to cycle the tank?
I doubt so. As the old canister is filled with the essential bacteria for the new tank. Is it common to add meat for new canister with new tank?
