Not the case for me. Most of the water drains out, but the water remains in the inlet tube provided your tank water level is high enough, so when power goes on again, the sucking resumes with no problems.

Not necessarily so KC. I'm using a Eheim hangon and these are self-priming. Bigger pic here.
When power is cut off, there's sufficient water within the filter... not all will be drained/back-siphoned into the tank.

I have seen your ehiem filter first hand. I was impressed and that is why I'm checking around. Should have check with you first.
I find that most cheap filter only provide a small space for sponge, which is crucial for bacteria colony. Your small ehiem hang-on filter comes with a big sponge.

There was a power failure over one weekend in my office. My colleague's non-Eheim hang-on filter burnt out because all the water was drained out and cannot self-prime when the power came back. There was a burnt mark on the filter as well. For my small tank, my Eheim Liberty 100 still running fine.
I would like to recommend Eheim for the quality.

It is fortunate that there was no fire. Poorly build/design filters may become a fire hazard.
