Why want to cover? Kids inside a enclosure? Because open top we can put many toys. Enclosure will be limited. Cannot change light set, canister filter etc?
Best part is the view from the top.

i don't want the fish to jump out
you can DIY an arcrylic cover..

is fluval c2 enough or should i get a OHF instead??

what kind of fish or shrimps you planning to keep?
bare tank or planted?
if planted, high end or low end? (with or without chiller and CO2)
what's your budget?

budget is $100 i will tansfer all the fish into the new tank the fish are pleco and cory

OHF or canister to me. OHF in general to me very easy and cheap. Medium not limited and can add example ceramic rings etc. lots of real estate. Canister same but cost up abit and maintenance slightly harder.
HOF limited in some sense. Size for size I reckon HOF will be the lease efficient.
Mainly is the stock you have.
OHF much better, easily customed with anything you want.
HOF takes up lesser space, which means lesser space for ceramic rings as well.
Anyway I have a used c2 to let go cheap cos I'm not using it.

Are those fluval tank like the fluval edge, spec and flora worth buying??
Personally I don't really like it, because basically it's a box, with a small opening at the top.
Water can only go in from there, which means your can can only go in from there. It also means the items that you want to fit inside is limited by the hole it has to go though..

can sand be use as a substrate for bala sharks and cory and pleco??

Cories love sand. The other 2 are neutral to it. Anyway, is your pleco the common type? I am sure you are aware that the common pleco & bala shark both grow around 1 foot at least.
More than ONE fish = Fish
More than ONE species of fish = Fishes

I know of course, how thick does the layer sand need to be??

Actually it doesnt need to be thick. Its up to you. My tank's sand is like 1 inch thick only. My cories love to browse through the sand & my pleco sometimes just lie on the sand..

how much sand is needed for a 60x30cm for 1 inch thick
