    Anyone can advise me?
I have covered the over-flow holes on the base of my tank with a piece of glass and applied with Silicon.

How long do I need to wait before adding soil and water in?

Do I need to give it a wash before adding in?

Thanks for helping my nerd question.

Usually is 24hrs for the silicon sealant to cure. You can double check on the specification stated on the packaging of the silicon sealant you used. To play extra safe, you might want to wait for 48 hrs and then do a thorough wash on it.

    Cheers

Just to play safe, since the tank has been left there for the silicon sealant to cure, who knows whether any creepy crawler walk pass there after the lights is off.

The byproducts of silicon drying is vinegar. Unless you're using alot of silicon, simply a good wipe should be good enough.
Not sure how well it can handle the weight of the water though, better do a leak test

Some hardware shops selling those without smell. I used that on my shrimp tank dividers, waited 24 hours before adding water and another 24 hours before adding shrimps.

Not all silicone from hardware shops are safe for aquarium. Many have anti-fungal and anti-algae properties and these are toxic to fishes and shrimps. Check before use
