As long as the bulb kelvin is between 5000k to 8000k should be good for planted tank.
I'm using an AquaZonic 55W PL lightset but find it a tad too high power for my low-tech tanks. Hence, I've changed to 36W PL tubes with the existing ballast.
Any issues like shortened life span of the tube etc? The lumens of the tube will be that of a 36W? Appreciate all advice. Thank you.

I'm using the classic Osram 865 daylight, so it should be an appropiate colour temperature.

It depend on the ballast some ballast stated can support 24W-55W, some cheaper one only stated 55W. Not sure which one Aquazonic used but better not to do that for safety reason.

I think by using a 55W ballast to "overdrive" a 36W PL light, it will "shorten" the lifespan of the the PL tube since it is "maximizing" the potential lumen output of the PL light.
By using it in another way with a 36W ballast to "under drive" a 55W PL tube, we will get less lumen light output ie. light not as bright white but slightly yellowish. Think in this way, lift span of the PL tube will last longer.
Just my thoeretical analysis.
