There are folks who keep low grade crs in planted tanks. But I do recall most of them have at least fan chilled.
If you going to keep, only can aim to keep them alive. Anymore is bonus.

I am thinking of adding some shrimp to my tank, and I heard that CRS can be quite hardy (the low grade ones). However I've been reading up on CRS, and I have some questions, which I hope you will be able to answer from your personal experiences.
1. I heard that CRS need a chiller/fan since they require temperatures of 25°C, but it's not convenient to install one at the moment. The temperature of the water in my tank is almost surely higher than that especially when the lights are on. Is there any way the shrimps can tolerate high temperatures?
2. I keep kuhli loaches in my tank currently, can they coexist with CRS?
3. Is metal in the water an issue? I am not sure whether the water that is added during changes has metal in it. In addition I also use fertilisers like Flourish for the plants.
4. In the worst case, are there any other types of shrimp that will fulfill the criteria as above?
I am not aiming to breed shrimp, I would just like to keep them for now.

CRS is best kept at 25'c i think you had already read their requirement.
Even for a low grade crs best to have a fan to cool the temp at maybe 27-28 (even at the temp some might still suffer and death will occur)
If i m not wrong loaches behavior is like OTO they swim the jerk suddenly this will scare your shrimps.
You might want to consider cherry,sakura which have higher tolerance but still best keep them around 27-29.
You might want to consider yamatos to coexist with your loaches.
