Should be diatoms. Add 3 or 4 otos, and stop feeding totally for 3 days so that they will have no choice but to eat the stuff. Don't worry about the other fish, they can go for a week without feeding.

Currently, im experiencing small patches of very light brown patches on my tank wall. Are these considered algae? Or some other thing.
Is there anyway that these can be removed by fishes such as otos, sae...etc...or i have to scrub it everytime i change water.

Those are diatomic brown algae which usualy ocurs in new tanks where the nitrifying bacteria have not established themselves. Otocinclus and Carodina Japonica feed on them quite well.
