This otos is the only fish in my shrimp-only tank btw.
Somehow it was stuck while trying to find its way into the sponge filter!

Bro I think I saw shrimplets on the sponge filter.maybe can increase the bubble rate so all the bubbling can maybe stop them from getting in.

Unfortunately I didn't take a overall picture of the sponge filter yesterday.
Below is an old setup of my tank, the sponge filter layout is similar to this one. You will see there is a possibility that the otos will find its way through the transparent tube.
It didn't cross my mind because I thought the bubbles will deny any entry, apparently it's not, in particular to "heavier" weight fauna. I saw those shrimps "walking" on the air tube before but it will be "blown" away by the bubbles if it tries to go further down.

yes, it is detachable. I'll give it a try and see how.
Last night it swam all the way in when I was trying to lure it out (after hours of "fight", ok, a bit of exaggerating, 30 mins probably).Then I gave up and just let it stay inside. About an hour later, saw it sticking on the glass.

Taking off that tube will defeat the purpose of a sponge filter. It'll no longer do much filtering and will just be an airstone.
Extending the tube just above waterline?
Bro, I do understand your intention was to remove this outer tube.
And I was trying to tell you that removing it will render the sponge filter ineffective as it'll create a small "field" of circulating water that just surrounds the top of the sponge.
In another words, it'll be moving mostly the same water as the water that comes out of the top of the sponge immediately gets sucked back down into the bubble stream again without the extension tube to help the water escape the pull. Very little water will actually be forced through the sponge.
