If you are looking for FL lights, your local hardware/lighting shop should have something you need. But they usually don't have PLL lights. For these, you can check out Nature Aquarium or order from some forumer named "orgas".
May I know which shop have the largest selections of lightings to choose from? Nothing fancy. Just cheap and good enough for my 4 feet planted tank. Thanks in advance.

Not sure if you are actually looking for a complete set or just the bulbs. At Nature Aquarium, almost all his light sets have been converted to eBallast for more efficiency and reduced heat. So cost savings in electricity in the long run.

Do you know what is a reasonable price range for the eballast set?
I'm thinking of getting 2 x 4FT FL light. Average quality.
Also, who is Orgas? Is he a commercial dealer?
