Maybe give it a trim to promote new growth?
Did u plant the hair grass too deep into the substrate?
A simply photos captured, would give better imagination.
show us your lousy hairgrass carpet photo. after show it will become perfect carpet. easy to know the problem from photo
Collect bucephalandra and crypt is part of my life. Now i have more than 30 species of Bucephalandra . hope can collect more more. make me fall in love is Bucephalandra Molteyana Deep Purple
sound like stunted growth, give it a trim and step down from Kh2po4 & lushgro.
important, how did you plant the hairgrass? The whole lot in one great bush?
A picture will speak a thousand words.

I feel not so bad, probably you need to plant more densely in the beginning.
Growth speed is only depending by 3 parameters: light, co2, nutrients. But among the parameters, light takes control everything

The co2 might be the problem? Since ts is using DIY with an output of 1bps.. DIY can be quite unstable also.
You have fast growing plants too to take in the excess nutrient so maybe algae isn't much of a problem for now.
pls correct me if i'm wrong
They grow faster using smaller grain substrate like ADA Powder type Sand which has smaller sized granules than the normal aquasoil. Try stopping dosing liquid fert as it have no effect on speed of growth and you are actually wasting money and try to do more frequent but small water changes to replenish the micro nutrients instead. Try to increase your C02 dosing a bit too.
I have to totally stop dosing C02 and fert once my HG is fully covered in my nano tank to slowdown it's growth. Now only do water changes. Will have to rip everything soon. With HG temp is not an issue and I never used chiller or fan for my HG setup ever, though anything above 30C not good IMHO.
I also did a 4ft HG setup years ago with lapis sand at top layer successfully.
Sometimes it's just your luck, for me I never truly able to keep HC Cuba successfully even though I've keep many different types of plants and mosses successfully.
Now in the midst of setting up a high tech tank for that. hint, hint.
Looking at the pic, your lighting doesn't look bright enough.
