ID this fungus/algae please!

There's a white cottony growth in my 10L tank. It grows out of the substrate and I'm not sure what it is. What is it and is it harmful ? Thanks!

Thanks for the quick reply! Have you seen anything like that? My fishes (CPD & neons) seem to be doing fine. How can I get rid of it.

I also have a bright yellow layer of fungus growing on the submerged silicone in the tank. Is that harmful to my fish? And how do I prevent it/ get rid of it?
