My opinion only so don't take it all in and assume it's right. You'll have to make that decision.
The tank is empty except for the plants right? So for me, I will leave the tetra in. If I have carbon filters, I will remove them before adding the medication. I've not come across any article that says it will affect plants. It will affect shrimps though. So for me I will not remove the tetra. I will treat the whole tank. This ensures that the parasite is destroyed. Getting rid of ich will take time. Even when you don't see the white spots on the body of the fish, keep treating for another week and perhaps with less dosage. Once that's all done, I place the carbon filter back in.
By the way, mortality is inevitable during such treatment. Good luck.
