water change usually helps as well as the water foul after massive diesoff.
Best is not to use tap water, as the cholorine and chemicals will kill the boons faster.
Use aged water, aquarium water, or best of all, green water if available. With good aeration, they can last quiet long.

Can I use old aquarium water mixed with spirulina powder = green water?

You can use algae substitutes provided it is mixed to a smooth paste and then dispersed well in the water, strictly no lumps, as boons are filter feeders who feed on microscopic particles suspended in the water. Overdosing the water will cause suffocation and also decay. But algae will not decay as they are alive in the water.
It is necessary to keep them in a well-lit spot so you can see the many dead ones at the bottom, which should be carefully removed daily with a small sucker/dropper, as they will foul up the water quickly if not removed. Rearing boons is not easy, as there are many other factors to consider too.

Is it ok to keep them in a 1.5L coke bottle?

It is okay for a short while, but it will be better to get a proper fish tank for it if you want to keep them thriving for longer.
If you treat boons properly, they will survive and increase in number, so you can have more boons to feed your fish. It is not that difficult to keep a small culture going for a few fish, but not easy if it's anything more than that.
Google for "daphnia", you will find much info in some forums.

Alkaline water, no additives, best is distilled water. Keep them in a larger container with a steady stream of bubbles. No airstones however. Fine bubbles can kill them. Green water or weak solution of yeast will suffice as food.
