Will high water flow rate harm the fishes ?

I just bought an overhead filter the water flow is very high

Are there anyway to reduce the flow? can i add a bottle under the powerhead?

If they are constantly fighting against the current or getting swirled around like in a washing machine, then its definitely not good for them. The fishes will eventually get too tired and weak.

You can adjust the flow rate on the pump (if possible) or just redirect the flow against a tank wall to dissipate it. Can also wrap some sponge or mesh in front of the outflow to break up the current. Can also look at buying those pump output attachments with different shapes (even have spray bar design) to help adjust the overall flow pattern.

My powerhead have 2 output can i use both of them? connect both to a filter box

Output 1 i connect to 2 filter box, diy filter box > ohf
Output 2 connect to a bottle to make moving bed filter

depend on your species of fish , what size tank you using ?

Its possible to connect the 2 outputs to 2 different filters, but their individual flow rates though each filter will be different as more water will flow through the path with lower resistance... in some cases, the output which encounters higher resistance may not get much flow or none at all, so you'll just have to adjust and see.

4 neon tetra ,4 Golden White Cloud, 3 colorfully fish tank look like Pomfret

You can do that, shouldn't have any issues... the outflow current from the single output will just be stronger (compared to 2 output).

I'm guessing the original 2 output adapter was designed to help improve circulation and reduce dead-spots, it could be a good idea to find ways to take advantage of that feature.
